Technical Definition-A move is considered meaty if it connects later in its active frames. The move will still provide the same amount of hitstun/blockstun and has the same amount of recovery frames but because the move is later in its animation, the result is an increase in frame advantage for the attacker. Also the term used to describe timing a move against a rising opponent during oki. These meaties will often beat many wakeup attacks or lead to pressure if blocked, allowing the attacker to continue offense.

In Other Words-Consider a move with 5 active frames that is -3 on block. It can go from potentially punishable to safe or even advantage on block depending on which active frame hits the opponent.
